ABOUT Cadmus
Cadmus was founded in 2023 by Garrett Wilkerson, a decorated military veteran, alumnus of the University of California, Davis, and a Certified Project Management Professional (PMP)® with nearly 20 years of leadership and managerial experience. Cadmus Project Management LLC is certified in California as a Disabled Veteran Business Enterprise (DVBE) and nationally as a Service-Disabled Veteran Owned Small Business (SDVOSB).

In 2025, Cadmus was awarded a California Multiple Award Schedule (CMAS) contract, expanding our ability to deliver project management, professional services, and strategic execution support directly to state agencies under pre-competed, streamlined procurement channels. This CMAS award enhances our value to agency program managers and prime contractors by enabling accelerated purchasing, predictable pricing, and compliance-ready engagement structures.

Getting certified by SBA as service-disabled veteran-owned (SDVOSB) makes your business eligible to compete for sole-source and set-aside contracts. At least 3% of all federal contracting dollars each year are set aside specifically for certified SDVOSBs. You can also compete for contracts under other qualifying socio-economic programs.

State-certified DVBEs are eligible for the state's DVBE Participation Program. The program sets the goal to use DVBEs in at least 3 percent of the state's overall annual contract dollars. State agencies may use a streamlined process known as the "SB/DVBE Option" by contracting directly with a California certified DVBE business for goods, services, information technology and public works projects. The solicitation must be valued at more than $5,000, and the state agency must obtain price quotes from at least two California certified DVBE

Garrett Wilkerson, PMP®
Garrett Wilkerson is a highly decorated U.S. Army Infantry veteran who served six years on active duty, including two combat deployments to Afghanistan in support of Operation Enduring Freedom. His service earned him the Bronze Star Medal, Combat Infantryman Badge, Parachutist Badge, and Air Assault Badge, reflecting a career defined by leadership under pressure and operational excellence.

After completing his military service, Garrett graduated with honors from the University of California, Davis. Over the past decade, he has become a trusted contributor to large-scale public-sector initiatives, supporting complex programs across the State of California and earning a reputation for disciplined execution and strategic clarity.
